Full text of Turkey-Libya maritime agreement revealed

Turkish government has submitted the recently signed Memorandum of Understanding (MoU) between Turkey and Libya on comprehensive security and military cooperation to the Parliament for approval on Saturday night.

The agreement allows provision of training, consultancy, experience transfer, planning and material support by Turkey for the establishment of Quick Reaction Force covering the police and military responsibilities in Libya. If requested, it also envisages the establishment of a joint Office of Defence and Security Cooperation in Turkey and Libya with enough experts and personnel.

 

The full text of the MoU in English:

 

The deal would allow Turkey to provide training, technical information, support, development, maintenance, repair, recovery, disposal, port and counseling support, allocation of ground, sea and air vehicles, equipment, weapons, buildings and training bases.

“Upon invitation of the Receiving Party, providing training and consultancy services concerning joint military planning, experience transfer, training and education activities and weapon systems and equipment utilization covering the fields of activity of the Land/Naval/Air Forces within the body of their Armed Forces within the borders of Parties”, the MoU stated.

Both Turkey and Libya will cooperate on training, exchange of information/experience executing joint operations on counterterrorism, counter irregular immigration, security of land, naval and air borders, counter narco-terror and smuggling, IED/EOD operations, natural disaster relief operations. They will also exchange intelligence and operational cooperation.

The agreement is valid for three years with automatic renewal. It was signed on Nov.27, 2019 in Istanbul and carries the signatures of Hulusi Akar, Turkish Defence Minister and Fathi Bashaagha, the Interior Minister of the Tripoli-based Government of National Accord (GNA).
