Turkey and Moldova agreed to establish mechanisms of cooperation in military training that cover such areas as participation in joint exercises, on-the-job training, logistics and Turkish/Romanian language learning.
The detailed agreement, a copy of which was obtained by Nordic Monitor, lays out 17 areas of cooperation between the two countries including but not limited to cooperation in joint exercises by Turkey and Moldova.
The deal also sets forth conditions on the handling of classified information and documents produced or provided under the agreement, specifying how they shall be exchanged, used or protected.
Both countries are committed to protecting classified data and preventing its declassification even after the termination of the agreement.
They also agreed to not refer any dispute that may arise from the implementation or interpretation of the agreement to any national or international tribunal or to any third party. Disputes will instead be settled through negotiations and consultation between the two countries.

The agreement was concluded in Chisinau on October 17, 2018, when Turkish Defense Minister Hulusi Akar met with his counterpart, Moldovan Defense Minister Eugen Sturza, during an official visit by Turkish President Recep Tayyip Erdoğan that took place October 17-18, 2018. The two sides signed the declaration on the establishment of a High Level Strategic Cooperation Council, an intergovernmental conference.
During the trip Erdoğan also visited the Autonomous Territorial Unit of Gagauzia, where he met with Governor Irina Vlah. Turkish government agencies have been active in Gagauzia, where a number of projects are being carried out by the Turkish Cooperation and Coordination Agency (TIKA).
The agreement on military training has not yet been approved by the Turkish parliament.
The agreement expires in five years with automatic renewals.
